During a downturned economy, Americans must take responsibility for creating their own successful economic plan for prosperity.

By 2011, our America economy shifted from a rescue phase, which was government-directed and stimulus oriented, to a phase of government policies designed to "leverage the private sector, offering incentives to the private sector to spur our economy," explained Austan Goolsbee, the head of White House Council of Economic Advisors.

But even such widespread corporate policy is unlikely to have any significant, immediate effect on the growth of the American economy.

While increased domestic oil drilling, new trade agreements or regulatory reforms are unlikely to provide an immediate jolt to the sputtering economy, a plan to cut the corporate tax rate to 25% from 35% was one answer to encourage the private sector to stimulate the American economy.

Obama has said he would support a reduction of the corporate tax rate in the context of a larger tax reform effort which could encompass an immediate cut in the payroll tax for employers, or more aid to states. But these proposals remain unconfirmed.

The stimulus era seems to have shown us that short-term government intervention is no substitute for long-term economic intelligence.
